David Haugh

Head of the Finland/New Zealand desk – OECD

Dr David Haugh, a New Zealander, is Head of the Finland/New Zealand desk and Senior Economist in the OECD Economics Department. Previously, he worked in the Office of the OECD Chief Economist managing a team of economists working on topics including the global economic outlook. He has also written OECD Economic Surveys on other countries including Estonia, Ireland, Mexico, Portugal and Spain and worked in the Macroeconomic Policy Division, where he was head of the international trade team. He has co-authored a variety of journal articles and Economics Department Working Papers. His research spans international trade and globalisation, productivity and structural reform, education, innovation, income distribution and tax‑record‑based mobility analysis, labour‑market dynamics during economic crises, macroeconomic policy and business‑cycle modelling, energy transition and environmental policy issues, and sectoral studies of industries such as aviation, electricity and automobiles. He started his career at the New Zealand Treasury and holds a PhD in Economics from the Australian National University and an MA and an LLB from the University of Auckland.
